Department of Education Issues ‘15 Principles,’ Stops Short on Restraint, Seclusion
The U.S. Department of Education issued 15 principles regarding the use of restraint and seclusion in schools. The principles, which were posted to the Department’s website as a resource document on Tuesday, represent the most formal position taken by federal authorities to date, although the principles are not enforceable and stop short of what the Department could have done on the matter.

TASH Responds to AASA Position Supporting Restraint and Seclusion in Schools
Last week, the American Association of School Administrators issued an unsubstantiated, ill-informed and reckless report in which it voiced support for restraint and seclusion use on children in our schools. This report gained much attention through e-mail circulation and national news reports. TASH has responded in order to bring clarity and truth to the conversation.

Dept. of Education Reveals National Data on U.S. Schools; TASH Responds
New data from the Department of Education examines inequities in education for students of diverse backgrounds, including those with disabilities. TASH looks at the data on restraint and seclusion, and urges officials to do more to protect our nation’s students.

Connecticut Data on “Scream Rooms” Show 18,334 Instances of Restraint/Seclusion during 2009-10 School Year
During the 2009-2010 school year, the Connecticut Department of Education collected data that showed 18,334 documented instances of restraint and seclusion in schools, including 8,511 incidents of restraint and 9,823 incidents of seclusion in so called “scream rooms.” With 563,869 students enrolled in Connecticut schools, that equates to one incident for every 30.7 students.

Scream Rooms…when will America say enough is enough?
TASH member Kym Grosso was recently featured at PsychologyToday.com. Grosso, the mother of a thirteen-year-old son with Asperger’s syndrome, wrote of the all-too troubling realities that face many children on a daily basis.

APRAIS Seeks Passage of Long Sought Legislation on Restraint & Seclusion
The Alliance to Prevent Restraint, Aversive Interventions and Seclusion, known as APRAIS, applauds the long-awaited introduction of the Keeping All Students Safe Act (S. 2020) by U.S. Senator Harkin (D-Iowa). If passed, the legislation will provide federal protections for students by prohibiting abusive seclusion and restraint use in schools. Reps. George Miller (D-Calif.) and Gregg Harper (R-Miss.) introduced a similar bill in the House earlier this spring (H.R. 1381).
